India–Chile trade deal 'ripe for conclusion', Canada talks progressing, says Goyal

BY EXPORTSMITRA DESK · 2 HR AGO · 3 VIEWS

India's trade deal with Chile is close to the finish line, Commerce and Industry Minister Piyush Goyal said at a press conference in The Hague on 27 October 2026, during his visit to Germany and the Netherlands. "I can see Chile is quite ripe for conclusion," he said, and "Canada is making very good progress." He gave no signing date for either deal.

What else he said

  • Mexico is keen on an early-harvest arrangement. No details were given.
  • Talks with the Southern African Customs Union (SACU) have recently begun.
  • GCC talks may take longer because of the West Asia crisis, although India is ready to speed them up.
  • A proposed agreement with the Eurasian region is still under assessment. It would cover goods but not services.
  • India wants better market access for textiles, leather, footwear, agriculture, marine products, auto components and precision engineering.

Separately, on 25 October Goyal said the India–EU FTA is expected to be operationalised by the end of 2026 and to come into effect in the first quarter of 2027.

Why it matters

India already has a limited preferential trade agreement with Chile, in force since 2017. A full deal would widen tariff cuts and could add services and other chapters. Mexico matters because, as our market note explains, it has raised tariffs on goods from countries it has no trade agreement with, including India. An early-harvest deal is the quickest way that could change.

What to watch

  • A formal announcement that India–Chile negotiations have concluded, and later the tariff schedules and rules of origin.
  • Any detail on what a Mexico early harvest would cover.
  • Exportsmitra suggests that exporters selling to Chile now check whether they already claim the existing PTA preference with a certificate of origin. Many do not.

None of these statements changes any tariff today. Duties change only when an agreement is signed, notified and in force.
